Granting of Franchises and Authorizing the Issuance of Permits or Licenses
Section 458 (3) of RA 7160, subject to the provisions of Book II of the Code, enact ordinances granting franchises and
authorizing the issuance of permits or licenses, upon such conditions and for such purposes intended to promote the general
the welfare of the inhabitants of the city.

Classification:

Special Law: Section 3 (d)., Rule VII of the Implementing Rules and Regulations (IRR) of RA 11032 otherwise known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018, states that “If the application or request for license, clearance, permit, certification or authorization shall require the approval of the Local Sangguniang Bayan, Sangguniang Panlungsod, or the Sangguniang Panlalawigan, as the case may be, the Sanggunian concerned shall be given a period of forty-five (45) working days to act on the application or request, which can be extended for another twenty (20) working days. If the local Sanggunian concerned has denied the application or request, the reason for the denial, as well as the remedial measures that may be taken by the applicant shall be cited by the concerned Sanggunian.

1. Request or Application letter from the Requesting Party.

2. Endorsement letter with the pertinent attachments to support the request or application from the City Planning and Development Office (CPDO) for the Franchise of Motorcab-for-hire or other agencies (depend upon the request)

1 Client Steps: Sign in the client logbook with the Public Assistance and Complaints Desk Officer.​​​​​​​
Agency Action: Give the logbook to the client for attendance. Direct or accompany the client to the staff in charge of the service needed.

Processing Time: 5 Minutes from receipt
Person Responsible: ​​​​​​​Administrative Assistant I of the City Council's Office.
2 Client Steps: Proceed to the concerned staff for the submission of the requirements.​​​​​​​
Agency Action: Discuss with the client. If the documents are complete, received and include them in the Calendar of Business of the Session. If the documents are lacking, advise the client to comply it. Once the documents are ready, return to the office to include it in the Agenda of the Session.

Person Responsible:  Local Legislative Staff Office III/ Administrative Assistant I of the City Council's Office.
3 Client Steps: Wait while Still in the process of review and study by the Members of the Sangguniang Panlungsod (SP),​​​​​​  Approved document or response letter of whatever findings, action taken, and recommendation is transmitted or delivered.​​​​​​​
Agency Action: Process the documents. Follow the Legislative Process like committee meetings and sessions until final deliberation and decision derived by the Legislative Body/ SP APPROVAL which includes the preparation and the signatories of the document.​​​​​​​ Deliver the approved document or if it is denied, advised the client thru an official letter,
explaining the reasons for the denial or remedial measures that may be taken by the applicant shall be cited. If the address of the residence or office is not within the locality of Tangub City or Misamis Occidental, transmit or send it via mail or thru the use of new technology like email, messenger, or any access to the client.​​​​​​​
