Issuance of Certification for Cutting/Pruning of Trees
The Certification is issued to government agencies or instrumentalities and barangay LGUs implementing projects and/or providing the general welfare of the community or the public and affected by the presence of the tree/s. Certification is issued to express that the city interposes no objection to the cutting or pruning of trees and confirmed the implementation of the project.

CHECKLIST OF REQUIREMENTS
For Government Agencies/ Instrumentalities implementing
projects
1. Letter of Intent address to the City Mayor through the City ENR Office (1 original, 1 photocopy) from the Applicant/Project Proponent.
2. Appropriate infrastructure plan with tree charting (e.g. Road alignment plan, Building plan) indicating the location of individual trees affected and to be numbered sequentially. (1 original, 1 photocopy) from the Applicant/Project Proponent.
3. Statement of quitclaim or waiver of the tree owner/s in case of private lands. (1 original, 1 photocopy) from the Concerned Tree Owner/s.
4. Barangay Certification confirming the project. (1 original, 1 photocopy) from the Concerned Barangay Chairman
For School Applicant
1. Joint PTA and Barangay Council Resolution duly confirmed by the Schools Division Superintendent (in case trees are located in the school premises) indicating the following: (1 original, 1 photocopy)
a. Number and species of trees to be cut from the Concerned School.
b. Reasons or purpose from the Concerned School.
c. Pledge of commitment to replace the trees requested for cutting & specifying the species and number of seedlings from the Concerned School.
For Barangay LGU (in case the trees are planted by the barangay or situated in areas affecting the general public)
1. Barangay Resolution indicating the following: (1 original, 1 photocopy)
a. Number and species of trees to be cut Concerned Barangay.
b. Reasons or purpose Concerned Barangay.
c. Pledge or commitment to replace the trees requested for cutting & specifying the species and number of seedlings (if no available seedlings yet) Concerned Barangay.

Client Steps: Sign the logbook and submit the complete documentary requirements to the receiving officer and audience with the City ENRO for a personal interview (if documents are complete). If documents are incomplete and returned, receive the documents and comply with the lacking requirements.
Agency Action: Receive and review the completeness and substantiality of the requirements submitted, conduct personal interviews with the client. Return the documents in case of inadequacy of information with notations to comply, if adequate, schedule the site assessment/validation. |

Client Steps: If documents are not substantial and returned, receive the documents and comply with the needed information/s and resubmit for review & re-verification.
Agency Action: Conduct Site Assessment within three (3) days from receipt of documents. Agency Action: Prepare the Assessment/ Validation Report indicating the ground for assessment/validation; observation and findings; recommendations and certification for approval by the City Mayor. Attached with Location Map & Pictures. Agency Action: Prepare the Commitment of Replacement for confirmation and signature of the applicant, in case of no available seedlings yet. (Except on trees cut within the inhabited residential lots) Agency Action: Notify the client through call or text message to come to the office to get the certification. |
3 | Client Steps: Sign the Commitment of Replacement get the certification and sign the logbook. Agency Action: Prepare the Commitment for the replacement of seedlings for confirmation and signature. Release the certification, provide the client a copy of the Commitment of Replacement and let the client sign the logbook.
