Issuance of Locational Clearance (LC)


All owners/developers of a project (buildings, subdivisions & site developments) are required to secure Locational Clearance before the same will be issued the necessary building permit. This is to ensure conformity of the project with the City‘s Zoning Ordinance (ZO).

CHECKLIST OF REQUIREMENTS

  1. Filled out and Notarized Application Form ( 1 original copy) from the City Planning and Development Office (cubicle 6) to be sworn before a Notary Public
  2. Certified True Copy of Tax Declaration of the land or project site (1copy) from the City Assessors‘ Office of Tangub
  3. Certificate of Title (1copy, if applicable) from the Registry of Deeds, Tangub City
  4. If applicant is not the owner appearing in the Tax Declaration / Certificate of Title; Notarized Deed of Conveyance of the land from the declared owner to the applicant (1photocopy) from the Applican't File
    • OR 
    • Notarized authorization or Consent from the Owner, to construct/establish the project over the land. (1original copy) from the Land Owner
  5. Real Property Tax Clearance/Certification from the City Treasurer‘s Office of Tangub
  6. Joint Venture Agreement OR Certificate of Incorporation (for corporations) from The Corporation concerned
  7. VICINITY MAP indicating the location of the project and the existing land uses within 500 meter radius duly signed by a licensed architect / geodetic/civil engineer (1 original copy) from the Commissioned Professional
  8. SITE DEVELOPMENT PLAN drawn to appropriate scale clearly indicating property lines, building and other improvements‘ layout, access road and setback(for projects fronting roads) (1 original copy) from the Commissioned Professional
  9. Building Plan with Bill of Materials and Cost Estimates signed and sealed by a licensed architect or civil engineer with applicant‘s conformity (1 original set enclosed in a long size folder) from the Commissioned Professional
  10. Notarized authorization from the applicant if filed by a representative (1 original copy) from the Applicant
  11. Barangay Construction Clearance (1 photocopy) from the Barangay Hall where the project is located
  12. For projects along National Roads; DPWH Clearance (1 original copy) from the DPWH, MODEO-II, Tangub City

Additional Requirements for Industrial and other;
Special/Significant Projects;

  • For those covered by EIS System – ECC/CNC from the DENR-EMB, Regional Office-X.
  • For other projects - as prescribed by HSAC (formerly HLURB) - as prescribed by laws from the Regulating agencies; DENR,DAR,DPWH,DA,NTC,DOH, DOTC,etc.

1 Client Steps: Sign in the Client Log Book at PACD
Agency Action: Give the log book to the client with instruction to proceed to cubicle 6​​​​​​​

Processing Time: 2 Minutes
Person Responsible: Public Assistance & Complaints Desk Officer from the (PACD)
2 Client Steps: Submit the required documents at cubicle 6 for assessment and verification.​​​​​​​
Agency Action: Check and verify the completeness of requirements and schedule it for inspection with the client.​​​​​​​

Processing Time: 30 Minutes

3 Client Steps: Accompany CPDO Personnel during site inspection​​​​​​​
Agency Action: Conduct site inspection​​​​​​​
Fees to be Paid: None
Processing Time: 2 Working Days from receipt of requirements
Person Responsible:  Zoning Administrator from the City Planning and Development Office
4 Client Steps: Return back to CPDO and follow up the status​​​​​​​
Agency Action: Issue order of payment if project Conforms with Z.O. and instruct the client to pay the fees at CTO. If not complying with ZO, send letter of denial.
A fine shall also be included in the order of payment for applicant‘s failure to secure LC prior to the start of the project.

5 Client Steps: Pay the required fees at the City Treasury Office by showing the Order of Payment.​​​​​​​
Agency Action: Accept the payment based on the Order of Payment and issue Official Receipt(O.R.)​​​​​​​
Fees to be Paid: Locational Clearance Fee- (See Table Under City Ordinance No. 2018-08-020) Fine-(See Table Under HLURB Resolution 675)​​​​​​​
Processing Time: 10 Minutes from receipt of Order of payment 
Person Responsible:  Local Treasury Operations Officer V from the City Treasury Office
6 Client Steps: Return to CPDO and​​​​​​​ present the O.R.
Agency Action: Check the O.R. and prepare the locational clearance
