Awarding of Market Stalls, Rooms, Booths, and Spaces of Tangub City Public Market
All vacant rooms, stalls, booths, or spaces in the City Public Market shall be adjudicated and awarded through public bidding in cash to be conducted by the City Market Committee, provided that the bid for every applicant shall not be less than the minimum bid set or fixed by the City Market Committee. The awarded applicant shall be the highest bidder, and a Certificate of Award is issued to him. The cash bid of the losers shall be returned to them, and the cash bid of the winning bidder shall accrue to the City Government.

Who May Avail: A Filipino Citizen of legal age.
                           A. Natural Persons Qualifications:
                               a.1. At least eighteen (18) years of age (legal age);
                               a.2. No prior conviction of a crime involving moral turpitude;
                               a.3. Have not violated our market ordinances, rules, and                                                    regulations;
                               a.4. Not a tax delinquent; and
                               a.5. Physically and mentally fit.

                           B. Juridical Persons Qualifications
                               b.1. Must be duly registered with the appropriate government                                            agency; and
                               b.2. Must not be a tax delinquent.

CHECKLIST OF REQUIREMENTS

A. Natural Persons
1. Certified True Copy of Birth Certificate (1 original and 1 photocopy) from the City Civil Registrar’s Office / Philippine Statistics Authority (PSA). 

2. Barangay Clearance and Community Tax Certificate (1 original and 1 photocopy) from the Barangay where he/she is residing.

3. Municipal Trial Court and Regional Trial Court Clearance issued by the appropriate court who has the jurisdiction over the residence of the applicant (1 original and 1 photocopy) from the Municipal Trial Court (MTC) or Regional Trial Court (RTC).

4. NBI Clearance (1 original and 1 photocopy) from the National Bureau of Investigation (NBI).

5. Tax Clearance, for the payment of all taxes prescribed under the Local Government Code, to be issued by the Local Government Unit where the applicant resides (1 original and 1 photocopy) from the City Treasurer’s Office (Tax Division).

6. Medical / Health Certificate (1 original and 1 photocopy) from the City Health Office.

7. Community Tax Certificate (1 original and 1 photocopy) from the Barangay Office.

8. DTI Certificate of Registration (1 original and 1 photocopy) from the Department of Trade and Industry (DTI).

9. BIR Certificate of Registration (1 original and 1 photocopy) from the Bureau of Internal Revenue (BIR).

10. Other documents as may be required by the City Market Committee.

 

B. Juridical Persons

1. Certificate of Incorporation (Corporation) or Partnership (1 original and 1 photocopy) from the Securities and Exchange Commission (SEC).

2. DTI Registration (1 original and 1 photocopy) from the Department of Trade and Industry (DTI).

3. BIR Certificate of Registration (1 original and 1 photocopy) from the Bureau of Internal Revenue (BIR).

4. Barangay Clearance and Community Tax Clearance (1 original and 1 photocopy) from the Barangay where he/she is residing.

5. Tax Clearance (1 original and 1 photocopy) from the City Treasurer’s Office.

Steps Service Details
1 Client Steps: Within ten (10) working days from the posting of notice of a vacancy or newly constructed stall, room, booth, or space at the public market, approach the Public Market Office and signify intention to participate in the bidding.​​​​​​​ Submit complete requirements​​​​​​​
Agency Action: Present logbook to the client for signing.​​​​​​​ Check requirements for completeness.​​​​​​​ If requirements are complete,​​​​​​​ provide the Application Form and require the client to fill it up and notarize it, and return afterward.​​​​​​​​​​​​​​ If requirements are not complete, inform the client of the lacking requirements and to secure them immediately within the given time of submission.​​​​​​​ If disqualified from participating in the bidding, inform the client of the reason for disqualification in writing.​​​​​​​

3 Client Steps: Submit the filled-up and notarized application form. Pay the application fee. Return to the PMO​​​​​​​
Agency Action: Receive filled-up Application Form​​​​​​​. Receive application fee and issue official receipt/s, and acknowledge the date and hour of receipt of the application.​​​​​​​ Remind the client to participate in the bidding as scheduled in the Notice of Public Bidding to be​​​​​​​ sent by the Market Committee​​​​​​​. Forward the application to the Market Committee​​​​​​​.

4 Client Steps: Wait for the bidding date.​​​​​​​
Agency Action: Issue Notice of Public Bidding to the client and other applicants, indicating the scheduled date of bidding in the notice.​​​​​​​

5 Client Steps: Attend the public bidding - drop bid documents and cash bid to the box​​​​​​​
Agency Action: Conduct bid opening, Determine who is the highest bidder, and announce the result to the participants. The issue to winning bidder the Certificate of Award over the stall, space, or room. For the losing bidders, the cash bid shall be returned to them after the declaration of the winning bid. Execution of Contract of Lease. Inform the client of his/her obligation under Section 20 of the Market Code, to deposit the amount of two (2) months rental and advance payment rental equal to one (1) month.​​​​​​​
